   Consideration of Malta. The Committee on Enforced Disappearances (CED) is the body of independent experts which monitors the implementation of the Convention for the Protection of all Persons against Enforced Disappearance by the States parties. The Committee and its Secretariat work daily to support victims, civil society organizations, National Human Rights Institutions and States to search for and locate disappeared persons, eradicate, punish and prevent this crime, and repair the damage suffered by the victims. Experts of the Committee on Enforced Disappearances Commend Belgium’s Commitment to Human Rights, Ask about Foreign Unaccompanied Minors and Illegal International Adoptions.

The Committee on Enforced Disappearances today reviewed a report containing additional information submitted by Belgium under article 29 (4) of the Convention. Committee Experts commended the State party’s commitment to human rights, while raising questions on foreign unaccompanied minors and illegal international adoptions. Matar Diop, Committee Expert and Country Rapporteur for Belgium, commended the State party’s commitment and welcomed the important delegation, which demonstrated Belgium’s commitment to human rights and cooperation with the United Nations human rights bodies. In Dialogue with Peru, Experts of the Committee on Enforced Disappearances Ask Questions on the 2024 Law on Crimes against Humanity and its Impact on Investigations into Enforced Disappearances.

  The Committee on Enforced Disappearances today concluded its consideration of the report of Peru on a stand-alone request for additional information under article 29 (4) of the International Convention on the Protection of All Persons from Enforced Disappearance . The request concerned the State’s law 32107, which addressed crimes against humanity and war crimes. Committee Experts asked questions on the effects of the law on investigations into historic enforced disappearances and reported reprisals against judges who spoke out against it. Juan Pablo Alban Alencastro, Committee Expert and Country Rapporteur, asked about the effect that law 32107 had on search activities and the restitution of victims’ remains for enforced disappearance cases from before 2002? The law reportedly limited the financial capacity of the General Directorate for the Search for Disappeared Persons, and granted privileges to the State armed forces, police and persons over age 80 who were accused of crimes...

Experts of the Committee on Enforced Disappearances Commend the Central African Republic’s Willingness to Review Laws and Practices, Ask about Arbitrary Detentions and Enforced Disappearances in Conflict Settings

  The Committee on Enforced Disappearances today concluded its consideration of the efforts of the Central African Republic to implement the International Convention on the Protection of All Persons from Enforced Disappearance . Committee Experts commended the State party’s willingness to review its laws and practices on enforced disappearance , while asking questions on arbitrary detentions and enforced disappearances in conflict settings. Olivier de Frouville, Committee Expert and Country Rapporteur, welcomed the State party’s sincerity and its willingness to review its laws and practices. Matar Diop, Committee Expert and Country Rapporteur, asked whether the State’s Criminal Code had been amended to criminalise enforced disappearance as a stand-alone offence.
